When I am trying to connect over a wireless network from my laptop to my desktop (using the IP address), it says it cannot connect to the remote computer, and all the Windows Troubleshoots lead me nowhere. I have Norton Internet Security, but I think I have checkmarked to exclude all the remote stuff. Even in Windows Firewall, which I have turned off, I have excluded all of that stuff, and it still does not work either way.

You need to make sure that your router is set up to allow RDP traffic (Port 3389).
