Nothing runs when the PC is powered off. If you use sleep mode, you should be able to set up a run that will wake up the PC when it's time, but that won't work if the PC is in hibernate mode or completely shut down.

No it does not. The only time it scans without windows loaded is when you turn it on. sometimes it scans while in power up(when it shows a black screen with writing and such-BIOS).
No actions can be taken while a PC is off.
