Photoshop would not be the program you would use for vectors anyway (although you can do vectors in Photoshop, the final image would be raster/pixel based like any other image in Photoshop because it's a raster/pixel based program.) The correct program is Adobe Illustrator. But you have a free, legal alternative, it's called Inkscape. It is to vectors what the Gimp is to raster/pixel editing (and thus the Gimp is the free legal alternative to Photoshop.)

You can download Inkscape for free from www.inkscape.org. You can also download the Gimp from www.gimp.org. Be prepared to spend time learning how to use these programs, they aren't simple, but there are lots of forums and user groups out there to help you.
