You can only see someone's profile under certain conditions:
1) They list you as a friend, OR
2) One of YOUR friends has them as a friend, and the person has set their profile to viewable by friends of friends, OR
3) You're in the same network and their privacy settings permit people in that network to view their profile.
You can also see limited parts of their profile if they were to send you a message.
If you are clicking on their profile and not being able to view it, then you don't fall into any of these categories. I guess you could join one of their networks if you wanted to try to see their profile, but some people adjust their settings to make this impossible.
